It can be normal summoned with 2 tributes, and special summoned by any card's effect, excluding those that summon from the graveyard, since his card effect forbids that.
The strongest card in yugioh is the The ''Creator of ''Light, Horakhti, but you have to tribute the 3 Egyptian Gods. If you summon The Creator of Light, Horakhti, you are the automatic winner.''''
There is no card to represent Horakhti yet, and none of its effects are known. There is also no game-legal version of Slifer.
Horakhty is the monster card that requires all three origonal egyption god cards to be tributed to speicaly summon it. When this effect is applyed, the player who summond that card wins the duel.
Well the first issue is that if you declare LIGHT, Tualatin itself will be destroyed. If he leaves the field, his continuous effect is no longer applied, so the opponent is still able to normal or special summon Light monsters. If Tualatin somehow survives this destruction in some way (ie, a continuous effect made his attribute into non-LIGHT) then yes, while he remains face-up on the field, the opponent cannot normal or special summon Light monsters.
God
No. The card Pyramid of Light only states "If this face-up card is removed from your side of the field, destroy "Andro Sphinx" and "Sphinx Teleia" on your side of the field and remove them from play." Pyramid of Light has no other effect other than that but you can special summon those 2 monsters by paying 500 LP each if you have Pyramid of Light in the field. This is part of their own effect, usable when they are in hand. It is not part of Pyramid of Light's effect.
There is no such card as Horahkti - Creator of Light, it wasn't even a real card in the anime.
Removing a Light and Dark monster can only special summon a Chaos Emperor Dragon from your own hand. When it's anywhere else, you can't remove another Light and Dark to summon it. If you summoned it properly, you can resummon it with Monster Reborn though.
Capcom. Megaman's creator in-game is Dr. Light/Right. But Capcom owns the franchise.
The creator of lights atk. and def. are infinite.
No. Unless specifically stated otherwise, a card's special summon text is to summon it from the hand only. Chaos Emperor Dragon requires the owner to remove one Light and one Dark monster to summon it from his hand, but it cannot be done while it is in the graveyard, and especially, the opponent cannot do it.
A monster you 'control' is one you have on the field. You can therefore only send monsters from the field to summon Arcana Force EX - The Light Ruler, you cannot send them from hand.
