Helpful tip: be sure to have the van on LEVEL-GROUND or use wheel blocks/emergency brakes to keep the van from rolling off the jack! I got a little lack in checking this recently and the van did exactly that: rolled backwards and collapsed the jack. Luckily I already had the spare tire on when it happened.

You have to take the tire off and go in from there.
The Ford Ranger and Ford Windstar were produced on two totally different chassis. This makes putting a hitch from a Ranger onto a Windstar a structuraly problem. If you know how to weld pieces onto or cut pieces off of the hitch, there is always a way to make the hitch work. If, however, you want to just take the hitch off of the Ranger and bolt it up the Windstar, that would never work.

Have a jack in place break the lug nuts free first. Jack up the car. Take the lugnuts off, take tire off.
You will need to take off the old part and then replace it with the new. You can do this on your own or with the help of a mechanic.
