You do have to take the steering column apart including the air bags. Due to the possiblilty of deploying the air bags and the complicated steering column, I suggest you take it to a garage.
You probably have an air lock in the pump. You need to take the pump apart and assenble the veins with vasoline so it will prime itself. GoodluckJoe
Take it to a marine repair shop or google it up, the answer is there

The reed valves are located behind the cart on a 9.8 Mercury. There is a plate to take off and the reed valves are behind it.
