Personally, I had one live for 13 years. It depends on the quality of care given in captivity, and if the snake was a baby when obtained. In the wild, they probably live only a few years due to predation and other hazards (such as getting hit by cars).
This can be dependant on which species of Garter Snake you are talking about but I would recommend offering earthwoms, crickets, and pinky mice to see which your snake prefers. Feed the snake once a week or so and provide some hiding areas, a water dish, and an undertank heat-pad (avoid heat rocks as most can leave burns on your reptiles) and you should be set to take care of your garter snake for years to come.
