To take the headlight switch out of a 1998 chevrolet one ton truck you have to take the dash apart. Once you take the dash apart you will have a clip on the backside of it that holds the switch mechanism in.
On the back of the switch or on the bottom I forget now ther is a little button push it in and pull the light switch shaft off. take the panel off in front of the switch. take the nut off holding the switch in . after you put the new switch in just push the headlight switch shaft back in. I just want to say you might not have to take the panel off in front of switch

A switch is used to connect or disconnect a load from a source of voltage. If you take the input and connect directly to the output the result is that the connected device is always on.
No you do not take the steering wheel off. Take the cover off under the driver side dash. The switch is white with two screws holding it on and a wiring harness. You will need to take the negative battiery cable off and turn the ignition to on. Then you can take the switch out.
You have screws on the underside of the steering column take those out with a star screwdriver take the cover off. Now take the screws out of the switch and you might have to have a key to turn the ignition, the switch comes right out with the wires on. Hope this helps

It is built into the hazard switch. Take a small screwdriver and pry the red triangle cover off then take needle nose pliers and pull the switch straight out. The switch and relay are together.
