You open access and take the jammed bullet out. Or if access doesn't open take the clip out then take the jammed bullet out.
Well I dont what year of car you have nor the model. But a general answer is if its in the back you have to take the back seat out. If its in the front then take of the door sill and the trim panel on the b-piller(where the top of the seat belt goes)
your best bet is to take off a panel or two and follow the wire directly from the seatbelt to the engine around your fuse box area

its jammed you have to take off the whole door panel and window motor to get it back up then it will work fine again.
If you connect you seatbelt for about a minute or two, then take it off, it should shut off.
Take it to the Garage
Put on your seatbelt. It it is still chiming with your belt on, take it back to the dealer for repair. It is under warranty.
Buckel your seatbelt and it will go off. If it is not going off with your seatbelt buckled, then take it to the dealer for repair.
