I'm guessing that you have clouded over or broken headlights and need to
repair or replace them.
If memory serves, the covers themselves are not removable. I think you
need to replace the entire headlight assembly.
There are kits available to resurface the plastic on the headlights, but
they're expensive and there are varying reports as to how well they
actually work.

They are the headlight washer covers. If you have headlight washers, these covers lift when you activate the windshield washer.

Ok I will answer this myself as I figured it out( so much for the internet hey). You have to take off the bumper so you can get to all the screws on the headlight, take out the headlight and from then on it's pretty straight forward.

To remove the headlight housings on a 2003 350z first take the bumper off the car. Remove the wheel well covers to access the rear of the lights. Locate the four mounting bolts of the headlights and loosen them. Unplug and remove the housings.
Pop the hood, see the black covers that go across the front over the headlights and radiator? take off the part that covers the headlight, there should be 2 little screws that you can grab with your finger and twist. The cover will come up and there will be a socket you can remove can, remove the light socket. . Take those out and replace the light bulb. Put back together in reverse order.
