You will have to soak the stain long enough for the polish to dissolve. To do this, saturate a cotton ball with polish remover or acetone (most or all fingernail polishes are acetone based). Then hold the ball on the stain, until it penetrates the cloth, and keep the stain moist. After a few minutes, try rinsing it with cold water. If you got some of the stain out, repeat the process. Think about removing polish from your nails...you can't just swipe polish remover across them and have the polish removed instantly, you have to scrub at them a bit. And nails are not nearly as absorbent as cloth is.
Acetone will dissolve some fabrics, particularly synthetics. And I do mean dissolve. The fabric will melt. If your garment is 100% cotton, it should be OK. If it's a cotton blend, though, test the polish remover on a hidden area, like an inside seam.
Some polishes contain dyes or colors which can stain things, though. Darker colors, and especially reds, are really bad about this. This is the reason a clear base coat is recommended, because dark polishes can stain the fingernails. If the fibers on your clothes are stained, and you have removed all the polish, then I'm sorry, but you're out of luck. The garment is permanently stained.
You might have set the polish and stain permanently when you washed and dried your garment. You should only try to remove stains in the wash if the stain is water-soluble. Nail polish is not water-soluble, otherwise it wouldn't last through the normal handwashings people do throughout the day.
A drycleaner MIGHT be able to get it out, if all else fails. Drycleaners have a vast array of chemicals at their disposal, and they know how to use these chemicals. But if the stain is set, they might not be able to do anything.
i am not sure that is possible, but look on the bright side... you can always paint your shirt black ;)

If you don't apply a clear base coat on your nails before applying the black nail polish, your nails can stain. This can happen with any of the darker nail polish colours.

I am not sure but you might try soaking the affected area with nail polish remover but it might stain the shirt the color of the paint. If that happens you could possibly then try removing the stain with bleach.
