1st you would need to know if the car is a 93 convertable or sports sedan. If the sports sedan, when you say radio...do you mean the face plate on the dash that you see..this is the ICM...the radio component or the ecm is in the dash...
Well, you can get the "keys" from the dealer. That is the easiest thing to do.

Most likely the battery is weak and dying. Enough voltage and current to make the solenoid barely engage (clicking in and out), but plenty of current and voltage for the radio and some of the lights.
I assume you mean where is it located? It should be located in the fuse panel below the kick plate under the steering wheel. There will be a diagram of which fuses go to what on the inside of the door.
The steering wheel controls are probably bad The only fuse is the radio fuse and if the radio works the fuse is OK Also if you do not have the original stereo, and your new stereo does not have a place to plug in those controls they will not work.
