Have as little gas in the tank as possible, disconnect the two tubes from the rear of the fuel tank (which is plastic, nice!) Then remove the two bolts that are holding the straps that run under the tank (straps are steel) while holding the tank up with a floor jack. when the straps are out of the way, slowly lower the tank. There should be enough slack in the wires leading to the pump connector (and fuel line) to slide the tank almost all the way out from under the truck. Turn the retainer counter clockwise (I think) and it comes off and the pump lifts right out. Good Luck!

The fuel filter is part of the Fuel pump assembly, located in the gas tank of the '99 Durango. It cannot be changed independently of the fuel pump.
