you have to remove the headlight bezel. there is 4 screws around the headlight and possibly 2 along the side of the signal light

Open the hood it pops into the backside of the lens.
To change the right front amber turn signal lens on a 1990 F250, start by opening the hood and locating the turn signal assembly. Remove the screws or clips holding the assembly in place, then gently pull the assembly out. Disconnect the wiring harness and replace the old lens with the new one, ensuring it’s properly seated. Reconnect the wiring, reattach the assembly, and secure it with the screws or clips.
Most likely the bulb is replaced from the rear by twisting the socket out of the housing.
1997-1999, as I understand, have the same lens. You have to open the hood of the car, prop the hood, then pull the lock pin that straps and secures the lens to the frame. Once that pin is out, kneel down in front of the lens, place your left PALM on the far end of the lens and apply pressure and pull toward you. This should pop out the rear catch. The front catch, between the turn signal lens and the headlight lens can be loosened with just a little more pressure in the exact same direction and the first catch. I just did this myself, moments ago, and it was very easy.

There is a screw on the side of the signal, you can reach it through the middle of the bumper. unscrew that and the whole signal will come out of the bumper. pop the clips and then the lens will come off
