well in LEGO you cant talk the just do little mumbling sounds but in lego batman 2 dc super heroes they can talk
they usually do nothing more than exist. They can talk and offer advice (Star Wars: Episode V & VI). Occasionally in a video game they can continue to attack after they die (e.g. Lego Star Wars, Force Unleashed: Ultimate Sith Edition). But ultimately they simply exist.

if you are talking about "the moons of lego," those are the moons where, according to anakin skywalker as learned from deep space pilots, angels come from. he hears the deep space pilots talk about them and they are supposedly the most beaitiful creatures in the world.

If what you mean by "talking" is chatting, yes there is chatting allowed. In the Alpha testing though, there was no chatting. The Beta testing has chatting so I assume the real one will have it as well.
