Just go for it. If you are both shy, then it could make it easier. Go up to him and say hi and introduce yourself. Find out about things he might be interested in. If he is listening to music, ask him what he is listening to. If he is reading, ask him what he's reading. You can get to know things about him and slowly become friends.
