Kingdom Halls are places of worship for Jehovah's Witnesses not social networking locations; it is not appropriate to ask for a girls number there. Socializing outside of the kingdom hall, the best way to ask for a young sisters number would be "may I have your telephone number?"
If she is a minor (under 18) you should first speak to her parents, who will ask you why you want their daughters telephone number and what your intentions might be.
