You can't, unless you connected with another person's town soon after they moved and they moved in there. Then you can visit that town and talk to them, and they will remember you.

No, it's not possible. You would need to do it through Animal Crossing: Wild World for Nintendo D.S. You would both need to have it. Go to the post office and talk to whoever is there, and select immigration. You will be moved to the town you wish to move to.
people dont move to the city in animal crossing city folk. they just go to visit the city and go look around just like you do

It depends if they like the town or not. Or how neighbors are acting to each other. One of my neighbors just moved in and moved back out 3 days later.
