No, it's not possible. You would need to do it through Animal Crossing: Wild World for Nintendo D.S. You would both need to have it. Go to the post office and talk to whoever is there, and select immigration. You will be moved to the town you wish to move to.

It depends if they like the town or not. Or how neighbors are acting to each other. One of my neighbors just moved in and moved back out 3 days later.

They shouldn't move in straight away so after a few days you will realise a new house and new town member in your town.
