Make a bridge with your leg. Put a treat on the other side of your leg. Let the puppy know you put a treat on the other side. The pup will go under your leg. when the dog is under your leg say "DOWN". Continue the rutine twice daily . Soon the puppy will learn the relasionship between the word and the action. Then the pup will lay down whenever you say "DOWN".
okay, ready? go on your knees and pick one knee up and set the knee's foot on the ground. It should have a space in the shape of a box in between. Then get a treat, toy, or something that your dog likes. put it under your leg and he/she should lay down. WHAT THEY THINK: okay, treat is right there. how do I get it? okay, I just go on my belly under my leaders' leg and get it. *does the action of laying down* if I go down on my tummy, my leader lets go of the treat(, toy, etc.) okay, I get it!
Patience is always the key to teaching your dog any trick.
What worked for me is to of course reward him/her when he/she lays down correctly.
You can start by having your dog sit. Once (s)he is sitting down, start by saying "lay", "lay down", or "down" and simutaneously touching the ground with your index finger in front of the dog.
Also remember repetition is key. The dog is more likely to learn to lay down if you have him or her sit first when teaching him/her to lay down.
However, once the dog learns to lay down and gets the hang of it, your dog will not need to sit before (s)he lays.

The easiest way to teach it is to tell them to sit and then lure them down with a treat. Although some dogs refuse to lie down when you try this so then the best way is to sit on the ground and lure them under your leg so that they have to lie down to crawl under.
Once you have got your dog lying down you give them treats and praise them while saying "lay". You repeat this until they can do it on command.
Just make sure there is enough room for him/her to turn around and stretch lay down and be comfortable.
Try stay, come, down, lay down, shake or paw, and whenever you are finished with a trick say "okay" to release them.
That's a Border Collie for you! lol. Chase it around the backyard for a while, take it on a light walk, let it play with other dogs. And then start basic training if you haven't already. A 10 month old BC could be taught sit, lay down, shake, "watch me", speak, bow (voice command I use is "ta-daa!") and come/here. Mentally stimulate him as well as physically. And if you're out of ideas, give it a chew toy for a while.
