I watched an episode of neck reining on a TV program of mine. I can't really explain it, but I can give an example.
For instance, if you wanted your horse to turn left, what you would do first is put pressure on the horse's neck with your right rein. So basically, neck rein it. When the horse doesn't respond, you pick up with your left rein and turn it left. Eventually, after lots of practice, when you put pressure on its neck with the right rein, the horse will automatically think, "Oh, she's about to ask me to turn left," and the horse will turn left on its own.
Basically, neck reining can be achieved through patience, time, and repetition. It's best, when trying to teach your horse to do this, to have minimal distractions and the horse's attention focused on you. This helps the horse to catch on quicker.

Are western horses better trained than English horses because western horses don't need a tight rein?
No. Western and English horses are trained to do two different things. I've ridden both styles and the horses are just trained differently to a point. Most western riders use curb bits that add more pressure to a horses mouth if the reins are pulled on. To avoid hurting the mouth they ride with a loose rein and usually teach a horse to neck rein. English riders typically use some form of snaffle bit and prefer to keep their horses in a more collected frame. But many English riders also teach their horses to neck rein.
How do you get your horse to have a outline while riding?
You use your inside leg to press the horse towards the rail, and light contact or "feel" of the inside rein to keep the bend to the inside. Sometimes it may be necessary to wiggle or "play with" the inside rein to keep your horse's attention on you and not whatever is going on out side the ring. Well there are two basic ways, the English (Full contact) way, or Neck reining (Typically used in western riding and polo) I'll use turning to the right as an example (Just reverse the aids to turn left.) Sit in the saddle and apply slight pressure to the right rein, as you do this, keep your right leg on the girth and shift your left leg a tiny bit behind the girth. The horse should arc into the turn. You may also need to shift your weight a tiny bit in the saddle. Never lean into a turn as this unbalances the horse. For neck reining you should simply apply the opposite rein to the neck, so for a right turn you place the left rein against the neck, the horse should move away from the pressure.
