If it turns hard in both directions evenly, I would suspect the pump is At Fault. If it turns hard in one direction unevenly, I would suspect the rack.
Generally the seal on eithe the power steering pump or the rack and pinion steering must be replaced by a large shop that specializes. Not many individuals have successfully rebuilt either a rack and pinion or a power steering pump.
The power steering lines run between the power steering pump and the rack and pinion.

Power steering pumps are more complicated than rack and pinion steering. They are driven by belts and pulleys, using power generated by the engine crankshaft.
could be several places, power steering hose, rack and pinion (or steering gear box) or power steering pump.
There is with my 2007 MDX with 49,000 miles ... mechanic says the rack and pinion has stopped responding and they do not know why. Also wants to replace the power steering pump.
