Yes if the used one is in good condition and clean inside and out.
If it is clean, undamaged, and in good working condition.....NO. Since the radiator needs to be removed, to remove the engine, now is a good time to have it cleaned and checked.
It's usually in good condition when there's not many scratches or chips in it.

how can you tell if you need a radiator in a 99 cadillac northstar engine
To find a good used radiator that old is doubtful. An aftermarket radiator would be a better choice. Your local auto parts store should help you locate one or try searching online.
If it's repairable, a reputable radiator shop will be a good resource. They can tell you if the radiator can be repaired or if it must be replaced.

A radiator is defective if fluids are leaking out of the radiator or there is a leak of steam. Or, if thecore is blocked, the radiator will remain cold or just slightly warm in places.
If you don't know enough about horses to be able to tell, you probably shouldn't have a horse.
I assume you want to change out the water pump and would like to know if you can do it without draining the radiator. You will lose approximately all the coolant in the radiator reservoir when you remove the radiator hose from the water pump. If the coolant is in good, clean condition, it might be wise to drain the radiator into a container and re-use the coolant.
