Key on engine off 23-31 psi
Swap it with another like relay.

I'm in the same position with a '93 century, had the same problem with my old '89 olds cutlass with the 3.3 or 3300 motor. the best I can tell so far is that one of the parts previously replaced is bad (you can get the ignition modular checked at O'Reillys or simillar) or there is a short somewhere in the wiring - posibly the fuel pump or ignition systems. Sorry that's where I'm at.
You can tell if your fuel pump shutoff switch is bad, if the fuel pump does not shut off when you flip the switch. You can also tell if the switch is bad by looking at the wire connections.
One almost surefire way to tell: If the fuel-light icon in the dashboards nozzle points to the right, it's on the right. If it points to the left, it's on the left.
As you did not list what model Buick you are referring to it is impossible to answer your question. All I can tell you is to follow the fuel line from the fuel tank to the engine and you will find the fuel filter.
If it is stalling or hard to start that is a symptom of a weak pump. If you do not hear it run for a few seconds after turning on the ignition without starting the engine, then either the fuse is blown, relay is bad or the pump is bad. If you do hear it running, then it may be weak or the fuel filter may be clogged. You may have to listen at the fuel filler door to actually hear the pump. Replace the fuel filter and then run a fuel pressure test at the fuel rail. If you have no or weak pressure the pump is bad.

well if you have fuel and a new filter a good fuel pump relay and the wires going to the fuel pump have power and no fuel pressure you need a fuel pump
