Cleveland's were only made up to 1974. Look at your block casting number behind the carburetor and then look up what the first four digits de-coded mean. The first digit will correspond to the decade. The second will be the year and oddly enough the month as well. The third digit will be the vehicle it was originally in. The fourth will be the Ford department. Example: mine is d8ae-8425-ca. The d is for the 70's, the 8 is for 78 and in August of that month. The a means galaxie and e means engine. The 8425 is the part number and ca indicates the number of times it was modified and put back out to market. Or you could just see if it has trapezoidal six bolt valve covers (windsor) or rectangular eight bolt valve covers (Cleveland).
Look on the value covers, windsor has 6 bolts. The cleveland has 8 bolts.
The easiest way to tell is that the Windsor has trapezoidal valve covers with six bolts, whereas the Cleveland has rectangular valve covers with eight bolts. Also Cleveland has the thermostat housing on the front of the engine and the Windsor has it on the intake.
Windsor 351, is a small block. 351 Cleveland, is a big block. The 351M, stands for "modified" and is a windsor (small) block, with Cleveland (big block) heads.

If I remember correctly the 351 Windsor has a vertically mounted thermostat that is mounted in the end of the intake manifold The 351 Cleveland thermostat is mounted horizontally in the engine block by the distributor
