You can only tell an enemy's level by looking up their name on a site which catalogues such things. All enemies with one name will be the same level and have the same stats as ones with the same name. When you level up high enough, enemies of a higher rank may start to appear, and some higher level ones are fixed and always appear in certain places.
For example, take Draugr. If the enemy is just called 'Draugr', then it is Lv1, if it is 'Restless Draugr', then it is Lv6.
Lv13 = Draugr Wight,
Lv21 = Draugr Scourge,
Lv30 = Draugr Deathlord.
Then for Bandits,
Lv1 = Bandit,
Lv5 = Bandit Outlaw,
Lv9 = Bandit Thug,
Lv14 = Bandit Highwayman,
Lv19 = Bandit Plunderer,
Lv25 = Bandit Marauder.
About level 20 or higher. You'll need it to fight the dwarven mechanisms
There is no first level of Skyrim to be defeated.
It depends on how leveled you are. Skyrim is different from Oblivion in that the enemies don't level to stay with you, so some enemies will be incredibly hard to beat at the start of the game. The final boss will be a challenge on normal difficulty setting if you are around level 25. You will want to primarily level up your armor type and your fighting style, but you will have the aid of 3 companions who will help deal out a lot of damage.

You can do what you want in Skyrim, attain any level, max out any skill, you won't miss anything from the Dawnguard expansion pack. It is already out for PC also as a disk version, though it's easier to get it through Steam.
There are only 81 levels in Skyrim.
The world is leveled so eventually around level 18+ the most powerful weapons appear on enemies and in stores.
Honestly, they judging on the patter, they have ALWAYS improved on character creation. Bethesda always brings the next game to the next level, and if we are astonished by Skyrim, we will be even more astonished by TES VI, and the next after that, so on and so forth! TES Rules! My favorite games of all time! For the evolution, check out what I meant, from one game to the next
As long as you want. Keep in mind you can't complete the quest without handing it over so level up lockpicking first.
