Slowly ease them in it by letting them sniff it and maybe put it on the back without puting it on all the way and maybe just keep doing that for a couple days and when you think it is not so scared try puting on all the way and let it walk around and get used to it before you take him or her for a walk! good luck!
Snugly but not so tight that you can't get 1 or even 2 fingers between the harness & the cat (easily).
Any looser than that & they may be able to wriggle out / get out just enough to get entangled.
Any tighter & it will cause the cat discomfort; possibly even pain.

A cat on a leash? I don't think so! You cant put a cat on a leash that's for dogs! Your supposed to let the cat out let it explore the area. Then when the cat is ready it will come back to your home. Cats always find their ways back home. They are very smart. Don't worry about it running away. Only worry about it running away when its older.
