The vehicle in question is new enough such that it contains an (On-Board diagnostics system) OBD which may generate specific trouble codes for faulty components. Using an OBD scan tool (available at local auto parts stores), scan the vehicle for trouble codes.
If you can access the sensor yourself, it may be possible to measure the output voltages or resistances which ultimately allow the engine computer to determine the throttle position.

The 1995 for Crown Victoria camshaft position sensor can be found on the back of the cylinder head. The camshaft position sensor will be labeled as such.
on the side of the throttle body housing. find where the throttle cables come up to the intake (should be a lever / cable setup right around where the air filter hose hooks up to the engine). Throttle position sensor is a small sensor hooked up on the outside of that housing. Usually 2 to 3 sensors, in that housing, most likely it is the smallest of those sensors.
The transmission position sensor on the 1994 Crown Victoria can be replaced by first disconnecting the battery. The transmission sensor is located on the driver's side of the outer casing to the transmission. Unplug the old sensor and plug in the new one, then connect all of the wires to the new sensor, one by one. Then reconnect the battery.

Two reasons this may happen... one the intake around the butterfly is dirty.. (clean it with some carb or FI cleaner and a rag on the end of a long screwdriver... wipe all the inside down that you can get to) the second is the TPS--- Throttle Position Sensor going bad...
