If you are going to mess with electricty, the simplest tester is one that is just two wires with a small light between them. You can get one at most any place that has electrical supplies. The bulb is in the handle and the wires are about 6 inches long. Touch one lead to the ground and the other to one of the hot. The bulb will light if there is power. Then check the other hot side. Only one may be bad. If both are dead, you can use the same tester to check the breaker or fuse. Ground one lead and test the out side of the breaker where the wire connects.

Can 230V appliance plug into a 230v outlet?

Yes, it can be and there is no problem at all Because most of the electrical appliances are made to work on 220v - 240v so it can also be plugged into a 240v outlet.

Wiring circuit for 240V welder with 3 prong plug pulling 6-3 wire do you need to replace welder cable with a 4 lead cable-plug or can you avoid the white lead to wire a 3 prong outlet red-black-green?

It depends on the welder. If it doesn't need 120V you can just put a wire nut on the neutral and wire a 240V plug. If it needs 120/240V you need the 4 prong plug. IF YOU ARE NOT ALREADY SURE YOU CAN DO THIS JOBSAFELY AND COMPETENTLYREFER THIS WORK TO QUALIFIED PROFESSIONALS.If you do this work yourself, always turn off the powerat the breaker box/fuse panel BEFORE you attempt to do any work ANDalways use an electrician's test meter having metal-tipped probes(not a simple proximity voltage indicator)to insure the circuit is, in fact, de-energized.

How do you rewire a European 240V welder to work on US 240V?

The following is an educated guess. 240 Volts is 240 Volts. Unless the equipment inherently depends on some aspect of the frequency for operation [50 hertz instead of 60 hertz], it should work if you simply change the plug. WHY NOT CONTACT THE MANUFACTURER FOR ITS ADVICE?!

Can you convert an existing 120V plug on an appliance to a 240V plug not speaking of a converter but actually changing the plug so there are no long term effects on the appliance?

If I understand your question, Can you run a 110 appliance off of a 220 volt outlet? You could by only using one leg of the 220. You may also consider changing the outlet. Put in a regular 110 outlet and capping off one leg of the 220 in the wall box. You still have a neutral and a ground to work with. I read this as the questioner doesn't want to modify the outlet. Check the voltage ratings on the device. Many electronic devices nowadays can havdle 120V or 240V as it is cheaper to manufacture one powersupply and sell it everywhere. If your device is rated for 240V, you can put a 240V plug on it. If it only says 120V, no dice. 240V will burn it up.

Which is the ground wire and which carries 120V on an old 240V welder that needs a new plug at the end of the power cord if the wire colors under the outer insulation are white green and black?

If you only have 3 wires you don't have the fourth wire for 120V. Since this is a 240V only device it doesn't need it. Black and white are your hots and green is ground. As always, if you are in doubt about what to do, the best advice anyone should give you is to call a licensed electrician to advise what work is needed. Before you do any work yourself,on electrical circuits, equipment or appliances, always use a test meter to ensure the circuit is, in fact, de-energized.IF YOU ARE NOT ALREADY SURE YOU CAN DO THIS JOBSAFELY AND COMPETENTLYREFER THIS WORK TO QUALIFIED PROFESSIONALS.

What test will show if 240V wall plug works?

Plug in something that is rated for the correct voltage. This does not guarentee the receptacle is wired perfectly, as the ground wire may have been left off, but the appliance might still work. Go to the store and buy a test light for household use. Use it to test the outlet.

Is there a test to see which glow plugs may not be working?

This test will determine what glow plugs are working. ( It will not determine a partially burnt plug ). Disconnect the glow plug wires at the plugs .( You must unplug all of them for this test to work ) Connect a test light to the positive terminal of the battery. Touch the electrical connector at the end of the glow plug with the test light. If the light goes on the glow plug is working. Make sure you touch only the electrical connector on the plug. If you touch any other part (metal) of the plug the test light will light giving you a false reading.
