You probably have a broken regulator, and you need to go to a car parts store, and get a repair manual for your car. They cost about $16.00 Or, go to a Public Library.
I struggled with the problem for over a year, I finally determined the electronic actuators just get weak and even though they may work on the bench there is not enough power to drive the locks. Dealer wanted 75.00 each +labor to replace, I found them online for 25.00 and changed all 5 - been working great ever since.

If the 2002 Beetle window is crooked, then the problem could be that the window track is loose or damaged. If the electric system wont move the window up or down, check the fuse and window relay for a problem.

It is most likely a broken window regulator or bad electric motor. Don't know about the cost of the motor but the regulator will run $40-$70 + labor to install.
If an electric window on a Toyota MR2 goes down, but will not go back up, it has probably slipped off the track. There is a cable mechanism that operates the window. The door panel will have to be removed to repair the cable, or put in a new track.
