The relay and fuse are internal to the power steering pump.
The power-relay box is located on the left underside of the steering wheel next to the fuse box. When the power relay malfunctions, your car may not start.
power steering pump failure ----------------------- If it is a Dodge truck then i see alot of Power steering pump shafts that are broken. To test, then pull on the power steering pump pulley - if it pulls out then you have a broken pump shaft.

Check it for power when you hit the horn button and if it's got power replace the horn. If you don't have power than you need to test the fuse and relay. If they both don't get power it may be in the clock spring or button on the steering wheel.
There is no such part on a 2008 Dodge Avenger.

it is on top of the power stering pump. it looks like a grey multi plug but in fact it is the relay
right front fender well close to power steering resorvoir.
Take the relay out. Use a test light, digital multimeter, or Power Probe to determine which pole has power. Supply power to the opposite pole (if you're not sure, there's usually a diagram on the relay.. follow that)... you can do this with a jumper wire, Power Probe, whatever. If the fuel pump starts working, there's a possibility it's a bad relay... you also have to test the relay circuit, and you'd probably want to see if your local auto parts store has a tester they'd loan or rent out for that.
with a test light ensure you are getting power out from the switch, at the same time you should be getting power out of the relay . if your not getting power to the switch but you do from the fuse it can also be in the line.-then determine the cause or keep a spare relay
