Swap the relay with another like relay.
Make sure truck is in neutral jump across small (trigger) terminal and cable that runs to starter if vehicle "turns over" relay is bad
You should be able to switch the relay with the horn relay and then check to see if the horn works.
The EEC TEST connection should be in the engine compartment by the Power Distribution Box in a 1995 Ford Ranger ( EEC - IV , OBD I )

On a 1994 Ford Ranger ( which is OBD I , EEC IV ) should have an EEC TEST connection in the engine compartment ( P.S. I'm not a mechanic / technician )
Run a compression test to verify the condition of the engine.
It can be a dead battery, or a bad starter, the click sound you hear is from the starter relay mounted on the inner fender near the battery, use a test lite and make sure power is coming out of the relay and going to the starter, always replace both the starter and relay if either is found to be bad

The temperature sending unit can be checked cold, and then hot, for resistance change. The test is performed with an ohm meter.
The starter relay is located in the power distribution box under the hood. Swap it with the heater blower relay (same part number) to check it. This Ford vehicle does not have a remote starter solenoid mounted on the firewall/inner fender. The starter solenoid is mounted directly to the starter itself.
P0500 is loss of vehicle speed signal. You need to test the speed sensor.
