The service is only one-way at this time, you can send messages to Korea, but as of yet people have not been able to respond.
It's currently in beta, so you can only join by invitation. However, you can request one on the site and I've heard they are responding quickly these days.

The US did not attack Korea. The US and the rest of the UN forces helped South Korea to repel an invasion from North Korea. That is defense, not attack.
