Sending a text message to an email address can be done through iMessage on an Apple iPhone using iOS. If you don't have an iPhone then this can be done through the TextConnect website.
You can send text messages from your computer via some email accounts. Yahoo Mail has a feature for sending text messages where you enter the cell phone number and type in your message. Gmail has a similar feature through their chat function.
