Political Systempolitical system
Democracy is a government made up of representatives chosen by the people themselves. Meritocracy is the ideology that people get what they deserve; it is a system where people are rewarded based on ability.
One arrangement is that the party with the most elected representatives, as chosen by the democratic vote of the people, has the responsibility of forming a government, but this system may differ in different countries, depending on their respective laws of government.
I don't know who you think the people are who go into government and who take part in the political system are, but they are "ordinary " people. The only difference between them and anyone else is they have chosen to work in government. Anyone of us could do it.
