Press A while in front of the fountain, or swing the wiimote to send your regular axe flying into the fountain.
As a note, you are only able to throw regular axes into the fountain and only once per day.

∙ 12y agoOnce you get the fountain, interact with it and you must have a regular axe with you and you can throw it in there. Serena the Goddess would ask you if threw the axe and she'll ask more questions and she'll either give you: Silver axe, Golden axe, or just a regular axe. Or she could just take and keep the regular axe.
