There are 4 Allen head bolts along the bang of the swingarm carrier, losen those about 4 turns, careful they're easy to strip (may have to use vicegrips) to the left beside the rear cog is an alluminum ring with "pits" in it, use a long thick screwdriver to turn the oblonged axle and that puts tension on the chain. once you're finished tighten the Allen head bolts. ready to ride!!!! -my400ex89 "go big or go home"
I believe the cam chain tensioner on the 400ex is automatic, as with most if not all of the newer quads.
There isn't a "timing" on a 400ex or any other atv. There is a timing CHAIN, and timing chain tensioner. -my400ex89 "go big or go home"
The location of a VIN on a 1999 through 2007 Honda 400EX is on the front frame. It is located just behind the front bumper.

Pull the head and remove cover on clutch side of motor loosen and rotate mortar pull chain out threw bottom with sprocket
mine is basically stock and tops out at 70 mph
take the timing chain cover off and with a wire hanger pull it from the bottom to the top sprocket so it doesn't fall.
