I don't think the timing is adjustable. I drive a '98 s10 with the 2.2l, and mine has a distributorless system GM started using; it uses ignition coils, and the timing is automatically adjusted by the computer.
Behind the glove box, remove glove box and two harnesses and you will see the top of it. Its very tight quarters so take your time.

Yes...there are a bunch of aftermarket electric pumps. The biggest thing to consider is the output pressure of the pump. Most carbbed vehicles run 7-9 psi. I'd suggest putting a fuel pressure regulator on at the same time.
