I have the manual on the 4D32 engine. There are two sets of timing marks on the 4D32 engine. One set is marked 1-4 these are used on the bottom of the crank, the other is marked 2-3 and these are used on the top of the crank. The easiest way to time the engine is to remove the valve cover and turn the engine to the 0 degree. It was easier for me to use the bottom timing marks. When on 0 degree, at top dead center, both valves wil be closed. If you can not move the lifters, rotate the engine one revolution and stop on 0 degree. You should be able to move the lifters. Now find the notched gear tooth on the injector pump. One tooth has the back edge cut on the the gear. There is a mark on the injector housing, at about 2 o"clock. Turn the notched tooth to the mark and start pushing the pump into place. As the pump gears engage the timing mark on the pump will move down the distance on one tooth. Bolt pump into place and timing should be correct.

Yes it does have a timing belt. The timing belt is at the top front of the engine under the diagonal cover. The timing belt runs from the cam sprocket to the injector pump sprocket.

If it is a diesel on the frame and it has a injector pump on the motor. If it is gasoline it will be in the fuel tank or on the passenger side of the engine at the front of the block.

most timing belts are under plastic covers located on the front of the engine they are not internal ie like a timing chain that is lubricated by the engine oiling system.
