Sure you can part it out. I have no clue what you mean by sell the Vin and title. You can sell what is left of the car to a salvage yard, but the VIN # & Title stays with the car.
It is not possible to register a car in California with no VIN or title. The owner of the car must produce a valid title for registration. You have to apply for one through your state DMV. Hopefully, the car was never reported stolen. There are several auto title companies that can replace it if you can't get one from your state. As far as the stolen thing, there is a free VIN check at National Insurance Crime Bureau that can tell you if a vehicle is stolen. I did the whole thing for around $300
if there is no vin or the vin is scratched off it 99% of the time means it is stolen... good luck- i doubt you can get it registered

If you didn't get the title when you purchased the car you better make sure the car wasn't stolen. Call the state DMV with the VIN number for starters. They'll be able to give you some info on the car and the title.
The first thing you need to do is call your local police department and give them the vin and ask them if the vehicle is stolen. You dont want to get caught trying to get a title for a stolen vehicle. Why would someone just give a car away when they can take it to a salvage yard and get a couple hundred bucks for it.
