you have to have beat the Pokemon league in fire red... when you do that, you put your game in the ds's GBA slot, and you pull up you Pokemon platinum menu, and there should be another box near the new game , your file, etc... and you click the one that says migrate from fire red... in your Pokemon platinum game, you have to have beaten the Pokemon league as well... once you've done that, you can go to the pal park and get the process explained to you by prof.oak...you see him when you complete the pokedex.
