use the transfer machine on diamond, pearl, platinum, heartgold, soulsilver which ever version you have it in, the transfer machine is treated like the plapark except transfering the Pokemon is required with 2 ds's they did this to avoid generation 4 Pokemon which don't exist in generation 4 Pokemon games from being traded.

to get zoroark, you need to have one of the following, all of them are event Pokemon: shiny raikou, shiny, entei or shiny suicune. Then you need to go to lostlorn forest on route 16 with one of those Pokemon in your party and you will be able to battle zoroark. Alternatively, you could trade with someone.
Can you import a normal Suicune not from the event just one of the wandering ones in Johto from Pokemon Soul Silver into Pokemon Black or White for the Zoroark Pokemon?
It won't work. Zoroark will only appear if you have the Shiny Suicune (or any of the Legendary dogs). But you can trade Suicune up to Black and White by using the Relocator machine in Castelia City (Password: Everyone Happy Simple Connection)
