I bought a wiring kit from Amazon last week, it cost me around $21 and took me 10 mins. to hook up. It had plugs so I didn't have to splice or crimp, it came with instructions even though I didn't use them I was glad they were there. It was a Hopkins #42205.
It isn't there, Dodge didn't wire the Dakota with one. You will have to wire the brake controller your self.

the trailer plug was getting pinched by the spare tire under the bed of the truck. re tape the wire and relocate it so it does not get pinched.
Anywhere you see more than two wires twisted together, you have a wire harness. There are many on a 1999 Dakota.

the tn/rd wire is a power feed the dg wire feeds the trailer brakes. the wt/tn wire is the brake switch input. the bk wire is ground
It has one coil. Follow the wire from the center of the distributor cap to the coil.
