It took me a couple of years to train my horses to put there heads down.
Western- for western you should loosen your reins and vibrate your finger tips
Hunter- have contact and have small vibrations but looseish contact
Dressage- steady contact and vibrate fingers a lot
SaddleSeat-pull up slightly and vibrate for that big up lok to your horse

You are basically forcing your horse into an unatural position that puts alot of strain on the horse. You can train your horse to hold his head down without this forceful "equipment", and your horse will be much better off.
