One way is to use positive and sometimes negative reinforecement.
Keep your puppy in one area ( away from any carpet ) and fence off the exits!!! After a while bring your puppy out and see if he starts to chew again. Keep repeting if he still chews

Ask your vet!! They don't recommend any dogs in that area for atleast one year. THose of you that can't do that, here is something that worked. My puppy Ginger Lynn's sister died from the tragic disease Parvo! Her owner had to prevent a any other puppy from getting it, she mixed 2 cups of bleach per gallon of water. Then put it in a spray bottle and sprayed everything in her house: carpet, tile, couches, wood furniture, grass in backyard, rocks outside, everything......Well, no other dog in the house got it thankfully!! I think it lightened her carpet though, small price to pay to save your dogs from getting sick.

If there is no water in the dish, then your puppy wants water. Ammendment: My Yorkie puppy does this too. There is water in the dish when she does it. It seems she loves to get her paws wet. We set up a small pool for her outside and she loves splashing around in it. I think the puppy just wants to play....
