Transferring a pokemon to another save file is easy but will require another 3ds running the same game. you must transfer the pokemon to the other game, then switch save file then transfer the pokemon back.
You can transfer the .sav file from the "Battery" file in No$GBA to a DS Flash Kart and replace your original .sav file with the .sav file from No$GBA. Make sure to back up your save file on your flash kart first! If you don't want to spend any money, or don't have a DS Flash Kart, you can't transfer them.
The only way to get the three starter Pokemon on the same save file is to transfer the starter from one file to another game. Then start another file choosing another starter and transfer it over. Then start the third file (after deleting the other ones) and choose the starter you hadn't got yet then transfer the other starters that you had on whichever game.

Sorry to say this but, you can't put a save file from Japan to an English Pokemon platinum, but you can always start it over. Keiko123

when you go to save the file in the save as box navigate to my documents keep going up in folders until you see desktop save file
First of all you click on "file" in the menu bar, then select "save as" and save the file on your usb, after that you can transfer it to any computer you like from the usb you saved the filed on
save at the Pokemon center.
Save the file into My Documents...and that's all.
