Kentucky doesn't require handgun registration, so the basic answer is, you can't because there is no such thing. You CAN, however, if you want to, go to a gun store and pay for a transfer and have the gun store process the paperwork, however this isn't required by any law in Kentucky.

Like most states, Kentucky does not have registration of ordinary firearms. You may give or sell a shotgun to another resident of your state so long as you do not have cause to believe they are ineligible to possess a firearm. There is no formal "transfer of ownership". If you like, make out 2 copies of a bill of sale, you both sign both, each keep one copy- but that is not required by law. If the other person is not a resident of KY, the transfer must be made thru a licensed firearms dealer.

There is no gun registration laws in Kentucky, so if they have the money, and are not a felon, and are 21 or over, they can buy it
