No. To transfer apps to another iPod this is what you have to do: Connect your iPhone into your MAC or PC and iTunes should pop-up (if it doesn't it means you've disabled it to do so, so open it up yourself). In the top left side of the screen on your MAC, click file, then there will be a button which says 'Transfer Purchases from iPod'. It does not matter if you connect iPhone, iPod, iPhone... it will do it with anything. Also it includes all free and paid apps.
