You can transfer the music you purchased from Sony Sonic Stage to Windows Media Player opening the files in WMP manually from the Purchases folder under Sonic Stage in All Users. Sonic Stage was discontinued in 2008.
See if your version of Sonic Stage allows conversion of ATRAC to WAV. iTunes allows WAV files to be added to the song library. Alternatively, you can burn a CD with your audio tracks and import the songs into iTunes.

No you cannot. iTunes music is saved as a MP4-audio file and Windows Media Player can only read MP3-audio files.

You can add the music into windows media player. Then plug in your phone to computer and sync your phone with windows media player. Then the music should be able to uploaded to your phone.
