Javascript is a website feature. To turn it on, go into the "options" or "preferences" menu item of your web browser. Javascript controls will be found there.

If not, try searching the web for "turn off JavaScript in [your browser name and version here]" Then just follow the instructions to find where to turn it on, and do so.
