Once your on the roof there will be the power box and also will be a fiber (pick up the fiber and put it in your inventory because it is important). Then use your wrench from your spy tools to open up the panel thing and use the paper clip you recently picked up from beneath the couch (by the way if you haven't done that go do it) and put it on the wire and stuff then it should like fizzle and it turns of the hard way.
