You can just adjust it to turn off .
The turn off key located below the front fender is used to cut off the power running from the stator to the bike, so when you pull it out the bike will not run. you can take the key out so no one can start it.

Like most motorcycles, a dirt bike will turn off in a few seconds if you don't keep reving the motor when you're standing still. Do this for a few seconds after you start the bike and it should work fine. (make sure to do this in nuetral)

both because with a horse it would depend that if it has been trained like for a race but on a average horse then a dirt bike if faster but see with a dirt bike it depends on the type of engine it has because if the engine is beat up the yes 100% would the horse beat it but if it was a good engine the yes the dirt bike would win but on average it would probably turn out to be the dirt bike would win.
