There is a problem with the air bag system. Until it is fixed the light will remain on. Take it to a garage for repair.
The fuse panel is under the dash by the driver. If your parking lights are also out, your headlight/parking light/turn signal switch is bad.

It is typically the flasher module failing. A common failure point is a bad solder, as found by Lance Schall. You can find the Flash Module under the dash, above the clutch pedal, labelled "Flasher". You can remove it by unclipping it and pulling down. Enterprising owners can often find and fix the bad solder joint themselves.
Take the caps off of the adjusting knob and turn it clockwise or counter-clockwise depending on if you want to point them higher or lower.

The horn for the 1990 Mazda Protege is located near the right turn signal at the front of the car. To the left of the radiator when your looking at the engine with the hood up.
Under the dash, to the left of the steering column. It's a gray box, that says "Flasher" on it. It is held in by a single clip, then pull straight down to remove it.
